Government & federal window film · security, blast mitigation & energy

Public buildings. Private-sector speed.

Epic installs blast-mitigation and forced-entry security window film systems — rated to ASTM F1642 and GSA TS01 hazard levels and attached to the frame with the Epic Method — plus solar control, privacy finishes and graphics, for federal, state, county and municipal facilities nationwide. Epic is SAM.gov registered, Texas HUB certified and on 21 cooperative contracts across 13 purchasing co-ops — and the person who wrote our installation standard created, at a prior company, the first blast-film attachment system used on federal buildings. Every job is installed by our own certified crews.

What “held” looks like.

The same panel of glass, before and after Epic’s live demonstration: 3M S2400 attached to the frame with the Epic Method, on standard quarter-inch tempered double-pane glass. Drag the handle. The glass is destroyed; the film and the attachment keep every piece of it in the frame — which is the whole point of a blast and forced-entry retrofit.

Start with the problem

Six things public buildings ask glass to do.

Pick the one on your risk register. Each links to the detail, the 3M films and the spec cards your engineer will want.

Forced entry at the public counter

Courthouses, city halls, DMVs, social-service offices and police lobbies all have one thing in common: the public meets staff through glass. 3M S2400 attached with the Epic Method keeps a broken pane in the frame long enough for a lockdown to work.

Blast and fragment hazard

Flying glass is the leading cause of injury in an explosion. Security film with a structural attachment holds fragments to the film so the glass fails as a sheet, not a spray — rated to ASTM F1642 and GSA TS01 test protocols.

Energy on an aging building stock

Single-pane and early double-pane glass on 1960s–90s federal, state and county buildings leaks heat both ways. 3M Prestige films reject up to 97% of infrared heat (Ceramic up to 80%) with no mirror look and no RF or Wi-Fi interference — a retrofit that fits an occupied, secure building.

Privacy without blinds in secure spaces

3M Fasara frosted and gradient finishes for interview rooms, SCIF-adjacent corridors, records rooms and conference glass. Light comes through; sightlines don’t.

Interiors that have outlived their finishes

3M DI-NOC architectural finishes over existing walls, elevator cabs, doors and casework — a refresh with no demolition, no outage and a Class A fire rating.

Wayfinding and agency identity

Window, wall and floor graphics for public buildings: directional systems, seal and agency branding, frosted privacy with a message, and campaign graphics that come off clean.

Proof

Named work, not adjectives.

  • U.S. Space Force — NORAD / Cheyenne Mountain Space Force Station, Colorado Springs: solar-control and security window film, awarded 2026 (in progress).
  • Cherry Creek Schools, Colorado: 89 campuses, ~50,000 windows, 600,000+ sq ft of 3M S2400 — the largest project in 3M’s history, for a public district that ran a competitive forced-entry evaluation before awarding.
  • Oklahoma Department of Wildlife Conservation, Oklahoma City: 3M window film for a state agency headquarters; reference available on request.
  • Texas public school districts — Killeen, Burleson, Jacksonville, Anna, Godley, Farmersville and more — purchased through cooperative contracts, with reference letters from their police chiefs and safety directors on our References page.

Before Epic, Chris Eder’s prior company worked on the White House, federal buildings, embassies and the Smithsonian.

Before Epic, Chris Eder’s company was the one the federal government and the State Department called when the glass had to hold — and when it had to stay invisible: every EPA facility across the nation including the entire Federal Triangle, agency headquarters throughout Washington, the Smithsonian, complete U.S. embassies and ambassadors’ residences on three continents — Rome, Malta, Luxembourg, the Vatican, Kazakhstan — all for blast mitigation, and at the White House an electronic-eavesdropping-blocking film with blast-mitigation capabilities. The buildings named below are a sample, not the list. It is why a school district or a building owner can trust the same hands and the same standard today.

Privacy and signage over security film · an Epic process

Frost it, number it, brand it — without touching the security film.

Every building that installs security film asks the same question a week later: now how do we put the room numbers back? Or the privacy band, the visitor decal, the mascot? The industry answer is "you can't" — anything stuck to security film pulls at it when it comes off, and a lifted edge is a warranty problem. Epic worked out a better answer.

We print and apply a second, film-safe layer on top of the installed security film: a custom-printed frost or privacy band, a printed graphic, door and classroom numbers, security and visitor decals, logos, hours — on a removable-adhesive PET film Epic developed for exactly this. It bonds to the security film without affecting it, holds up to daily use, and when the room changes or the sign is retired it peels off clean — no residue, no lifted edge, the security film underneath exactly as we left it, and Epic stands behind the layer and its removal. It is cut on Epic Precision, printed at VisuFlare and installed by the same crews that installed the security film.

  • Frost or privacy band over security film on offices, conference rooms and classroom doors
  • Door and classroom numbering and wayfinding, cut to the district's standard
  • Security, visitor and compliance decals that can be updated without re-filming the glass
  • Printed graphics and branding — mascots, color bands, logos — on secured glass
  • Removable: changes and renewals are a quick visit, not a film replacement

How it started. A county government building in Albuquerque, New Mexico needed 3M security film on its street-level glass for forced-entry and blast mitigation — and the workstations behind that glass carried sensitive information on their screens, in full view of the sidewalk. Film alone solves one problem and leaves the other. Epic installed 3M S2400 with the Epic Method, then a custom-printed frost band over it at screen height: privacy from the street, daylight above and below, and a layer that lifts off clean if the floor plan ever changes. The same process has since numbered every classroom window and entry across a Colorado school district, over the security film — double-sided numbers that read from the corridor and from the parking lot, the district’s security decals in the entry glass, and reusable holders on the same media so a school can post a flyer on the glass for a day, a week or a month, take it down and use the holder again.

Payback figures your budget office can check.

Epic runs every 3M film against your building’s glass, orientation, HVAC and utility rate and ranks them by savings and payback — the number a capital request needs.

Every window has a record — and initials on every step.

Each Certified Installation Specialist logs every window in Epic’s app and initials each step — cleaning, gasket out, wedges, film, solvent wipe, tape, the structural bead, cleanup. Every building we have worked on is cataloged by room and opening with its measurements and film code, so a repair starts with a photo and a room number, not a re-survey. With your permission, a one-inch Epic tag in the corner tells whoever runs the building next who to call. How the record works →

FAQ

Government & federal window film questions

Is Epic registered to do business with the federal government?
Yes. Epic is registered and active in SAM.gov (CAGE 8PQM0, UEI T121WAF1WGM3) as a 100% woman-owned small business, and holds a 2026 award at Cheyenne Mountain Space Force Station — home of NORAD — for the U.S. Space Force. Epic bids as a prime on small-business set-asides and works as a subcontractor to primes on larger facility task orders.
Can a city, county or state agency buy from Epic without a bid?
In most cases, yes. Epic holds 21 contracts across 13 purchasing cooperatives, and the national ones — TIPS, BuyBoard, Choice Partners, PCA and Equalis — are open to municipalities, counties, state agencies, universities and other public entities that are members. Your purchasing office confirms eligibility; Epic supplies the contract number and the awarded pricing. The Texas HUB certification adds utilization credit for state agencies and universities.
What blast standard does security film meet?
Blast performance of film-and-attachment systems is rated under ASTM F1642 and the GSA TS01 test protocol, which define hazard levels by how far glass fragments travel into the room. Epic specifies the film and bead size to the hazard level your security assessment calls for — typically 3M Ultra S800 or 3M S2400 with a 1/2 in. structural silicone attachment for blast — and documents the installation opening by opening. The founder of Epic created the first security film attachment system for bomb-blast mitigation at a prior company; that method is the basis of the Epic Method used today. Read blast-resistant window film: what it does and how it is rated.
Can you work in an occupied, secure facility?
That is most government work. Crews are Epic employees, never subcontractors, and we badge, escort and work after hours or in phased areas as your facility requires. Installation is interior, dust-free and leaves no debris; a typical vestibule is finished in one shift.
Is security window film bulletproof?
No. No window film is bulletproof or bullet-resistant, and Epic does not sell it as such. Security film holds broken glass together in the frame, making it more difficult for an intruder to break in; it does not stop projectiles. Where ballistic protection is required, the answer is ballistic glazing or a transaction window, and Epic will tell you so. The plain answer is on our page: Is security film bulletproof?
Does Epic work nationwide?
Yes. Epic is a 3M Platinum Elite National Dealer with offices in McKinney, Texas and Aurora, Colorado and in-house crews that travel for federal, state and multi-site projects nationwide.
