Texas School Safety Standards for Glass (19 TAC §103.1215): What Changed on September 1, 2026, and What It Requires

The Texas Education Agency re-adopted its school safety standards as 19 TAC §103.1215, effective September 1, 2026. The glass requirements are unchanged — but the rule now says a perimeter fence does not constitute an exterior secured area, which closes the exemption many campuses relied on.

The short answer

Since September 1, 2026, Texas school safety standards live in 19 TAC §103.1215 (the former §61.1031 was repealed the same day). The glass requirements did not change: exterior doors that contain glass, and ground-level windows near exterior doors, must be built or modified so the glass “cannot be easily broken” and let an intruder in — the rule’s own example is “forced entry-resistant film.” What changed is the exception. Glass inside an “exterior secured area” is still exempt, but the definition now ends with one new sentence: “A perimeter fence does not constitute an exterior secured area.” A fence around the campus no longer excuses the glass behind it.
